The Offices of the Secretariat of State work together to carry out the government of the Principality. Each has its own responsibility—whether in foreign affairs, nationality, justice, culture, finance, or digital infrastructure—but none acts in isolation. They coordinate closely with one another under the direction of the Secretariat, so that the Principality is properly represented abroad, its registers are maintained, and its heritage safeguarded.
This cooperation is evident in practical matters, such as the issuance of National Identity Cards, Certificates of Nationality, and Passports, where several Offices act jointly under the oversight of the Secretariat. In this way, the Secretariat of State provides a single, coherent system of service and administration.
Above all, it stands as the chief instrument of the Sovereign’s government, carrying His authority into public life and maintaining the bond between the Crown and the People.
Office of Foreign Affairs & Diplomacy
Represents the Principality abroad, manages diplomatic relations, and oversees both diplomatic and consular posts while advising the Sovereign on international cooperation.
Office of Citizenship & Nationality
Administers nationality laws, maintains the registers of nationals, and oversees the granting of citizenship, residence, and related rights, duties, and privileges.
Office of the Interior & Culture
Responsible for internal administration and the development, preservation, and education of Kaharagian culture, including the Kaharagian language.
Office of Justice and Legal Affairs
Provides legal advice to the Sovereign, supervises the codification of law, and ensures justice, fairness, and the lawful governance of the Principality.
Office of the Treasury & Finance
Manages the financial resources of the Principality, supervises accounts and revenues, and ensures responsible oversight of the treasury and expenditures.
Office of Digital Infrastructure
Maintains sovereign digital systems, secures online services, and develops innovative platforms to support governance and safeguard digital sovereignty.
